Is tsugaru an autobiography of sorts?
It’s autobiographical, but it isn’t a complete autobiography. It only tells about a trip he made back to his hometown and the people and places he visited on that trip. Dazai was hired to write a travel book about Tsugaru because he was a famous author and had grown up there, but the travel book ended up being mostly about the people and places he visited from his childhood and how they changed. It is fairly informative about Tsugaru, but Dazai himself is the main topic of the book.
Generally Dazai exaggerated and changed stories from his life (to an unknown extent) when he wrote about himself, but Tsugaru is probably the most honest book Dazai wrote. On the last page he says:
Many things remain that I would like to write about, but I feel that in these pages I have more or less said all I could about the spirit of Tsugaru. I did not exaggerate. I did not deceive my readers.

Fukuzawa was a superb translator. He thoroughly understood even the most difficult English texts, excepting a few idioms, and he was a master of Japanese prose. But translation is never a neutral task…. Cultures are usually more miscible than anthropologists like to admit. But at every juncture Fukuzawa had to wrestle with ideas that were foreign to Japan’s culture and make difficult decisions about cross cultural valances. The solutions he arrived at during his translation-writings of the s became the premises of his later original writings.
